At one time, you could use Insert | Picture to add EPS graphics to PowerPoint for Windows (which you've indicated you have).  You could then ungroup and modify them, at least to some extent, depending on the contents of the EPS.

As Darleen's pointed out, MS has disabled support for EPS in Office.  If your copy of Office has been updated, you won't be able to insert EPS as pictures.

But from your description of what happens when you double-click the EPS, you've inserted it as an object.  If PPT won't let you ungroup it but will let you launch it in Illustrator, let Illustrator ungroup it, then copy/paste the ungrouped bits back into your PPT slide; use Paste Special and choose As EMF.

If Illustrator won't let you ungroup it, it may be because your EPS contains only an image. EPS can include graphics in vector, raster, or both formats.
